Donna Novak and the rest of the members of the Consumer Operated and Oriented Plan (CO-OP) Program Advisory Board approved their list of recommendations to help the federal government foster the creation of new nonprofit health insurance issuers, known as CO-OPs. But Novak and other experts wonder if those recommendations will be utilized. ”Under the federal budget agreement, funding to the CO-OP program has been severely cut. Our sources tell us the program is going forward, but we don’t know in what form,” said Novak.
